Overall Job Purpose:

The Clinical Supervisor is responsible for supervising the delivery of care and improving services for HIV and mental health at a comprehensive care clinic located within Martha Tubman Memorial Hospital (MTMH), an 80-bed public hospital in Zwedru, Grand Gedeh County that is supported by Tiyatien Health, Merlin, an international NGO providing capacity building in Grand Gedeh and other counties in Liberia, and other partners. Additionally, the Clinical Supervisor will collaborate with internal and external health partners, including colleagues at the Ministry of Health’s Community Health Department, to conduct training, supervision and mentoring of primary health care centers in the county related to the Essential Package of Health Services, including HIV,

TB and mental health services. The Clinical Supervisor will form a key part of a dynamic partnership between Tiyatien Health, Merlin and the Grand Gedeh County Health Team, financed by an innovative mechanism called the Health Sector Pool Fund to rebuild the public health sector in Liberia.

Qualifications:

1. Candidate must be a Licensed Physician’s Assistant with proof of licensure.

2. Additional training in HIV, TB and mental health strongly preferred.

3. At least one year experience preferable in relief/development work – preferably working in community-based setting.

4. At least two years’ experience working in health care delivery at the clinical level at MoHSW health facilities.

5. Excellent organizational skills with regard to administration and planning use of time effectively and efficiently

6. Extensive knowledge of standard clinical protocols, especially for HIV, TB, and mental health.

7. Flexibility and ability to handle multiple tasks at one time

8. System oriented-ability to design, implement and train

9. Strong communication, interpersonal diplomatic skill when in contact with staff and representative of other national and international organizations.

10. Highest ethical integrity and respect for patient confidentiality.

11. At least one year experience managing/supervising teams.

12. Must have experience of training and workshop facilitation in a multicultural setting.

13. Must be able work independently while a strong team player

14. Willingness to conduct field work, sometimes with overnight stays.

15. Strong computer skills: must be competent in the use of MS Windows, MS Office Programs including MS Word, Excel and Powerpoint, and Gmail.



Tasks & Responsibilities:

1. Coordinate with the TH Program Officers, County Health Team, Merlin, Martha Tubman Memorial Hospital and other partners to strengthen service delivery through supervising the Comprehensive Care Clinic, including its clinicians, at Martha Tubman Memorial Hospital.

2. Coordinate with the County Health Team, Merlin and other partners to strengthen Service Delivery for Essential Package of Health Services (EPHS), with a focus on HIV, tuberculosis, reproductive and mental health, clinical and community-based care, at primary health facilities in Grand Gedeh.

3. Collaborate with County Health Team, Merlin and other partners to strengthen community-based health activities at public health facilities in Grand Gedeh.





4. Provide support, training and guidance to clinical staff and implementing partners, including the Ministry of Health & Social Welfare, CHT and Merlin as part of capacity-building efforts in the county.

5. In collaboration with County Health Team, Merlin, and national level Ministry of Health and Social Welfare staff, conduct training as part of EPHS work plan.

6. Generate and contribute to a variety of reports including clinical indicators, monthly activities and training reports.

7. Give feedback to Tiyatien Health medical services team on strategies to improve clinical outcomes.

8. In consultation with the Clinical Director, represent Tiyatien Health at coordination and partner meetings, with local government, MOHSW, donors, UN and other NGOs, as well as media and the wider humanitarian community.

9. Lead institution-wide efforts to build capacity in the design and delivery of quality health care.

10. Build capacity of other TH staff involved in care delivery and community outreach. This includes initiating, organising, participating in, and/or conducting in-service training sessions and workshops.



11. Ensure standards of Tiyatien Health are strictly adhered to, as well as international standards for provision of health care.

12. Ensure that clinical program activities meet long-term designated goals and objectives of Tiyatien Health, its donors, and the target population.

13. Assist with the recruitment and selection of clinical staff.

14. Coordinate closely with Monitoring & Evaluation team to ensure appropriate feedback to medical teams for the purpose of quality assurance and improvement.

15. Work closely with the Management to produce written grant proposals and submissions to potential donors and participate in discussions on proposal development and in the formulation of new program proposals.

16. Perform other tasks as may be requested by your Line Manager and the Management.
