Main Duties
Under the direct supervision of the UN Women Country Representative in Liberia, the Programme Officer will coordinate and facilitate the implementation of gender and development programmes. She/he will be responsible for overall coordination among stakeholders and of the implementing process.

Education:
Advanced University Degree (Masters degree) in gender and development, economics, sociology or any other social science with experience in gender and development.

Experience
·         At least 5 years of relevant experience in programming, with particular experience in gender and development programming.
·         A proven track record in managing and monitoring results-based and rights-based national programming is required, including in-depth knowledge of results-based management approaches.

POSITION TITLE: Field Technician Officer
Job summary
The Field Technician Officer will support the FAO Emergency Rehabilitation & Coordination Unit in Liberia, whose overall objective is to reduce vulnerability and the risks of food and nutrition insecurity by strengthening the production base and livelihoods of vulnerable groups.
He/she will develop, supervise and implement field programs and work closely with appropriate organizations and institutions to in promotion of new irrigation and agronomic technologies and provide timely reports on field operation activities.
The Field Technician Officer will work under the overall guidance of the FAO Representative in Liberia, overall supervision of the Emergency Coordinator, and the direct supervision of the Operations Officer.
Duties and Responsibilities:
1. Develop technically sound and sustainable agricultural programmes in line with the objectives of the ERCU Liberia.
2. Supervise the implementation of programmes, and provide technical support to the Ministry of Agriculture (MOA) and FAO Implementing Partners.
3. Ensure that programmes and technologies selected are gender-sensitive and appropriate for food insecure, vulnerable households, in particular those affected by HIV/AIDS impacts.
4. Participate in and contribute to strategic planning and partnership with Government departments, NGO, UN agencies, research organization and other stakeholders in various emergency livelihood interventions.
5. Assist in the identification and negotiation with potential Implementing Partners who will be responsible for field implementation of projects.
6. Provide guidance and support the M&E Unit as required, to facilitate their activities
7. Raise awareness on FAO interventions with national and local authorities and other interested parties.
8. Contribute in the identification, recruitment, and supervision of short term consultants to assist in project implementation as and when required.
9. Assist the National coordinator as and if required in the management of staff and other related issues
10. Assist with production of training materials and actual training for irrigation, CA and agronomy related capacity building programs.
11. Provide technical support and supervision of all officers working under the Crop Production Officer.
12. Provide technical advice to other FAO staff and other interested parties seeking expert opinion.
13. Work closely with the FAO Logistician in making sure that the right specifications are provided for procurement of goods and services under his/her jurisdiction and that they are delivered to the right place on time
14. Assist the Operations Officer in the preparation of reports as required and
15. Perform other duties as required.
Qualifications:
Relevant university degree in agronomy or agriculture Experience in working with/or
in government departments, national and international NGOs and other UN agencies
is desirable. At least five years of technical experience in rural development with
special emphasis in crop production.
Essential skills:
Computer literacy. Good writing and reporting skills.
Desirable skills
Good leadership skills and strong personality.
Duration of Contract
Two (2) months with possibility of extension, provided probation period is positive.
Languages
Working knowledge (level C) of the FAO official language used for communication within the country (English, French or Spanish) and working knowledge of the most widely used local language.
